Did you modify the web.config file from your site? Or did you use the web.config supplied in the package or another webconfig from a DNN download? This sounds like you used a different web.config file with different encryption keys. See this http://forums.asp.net/882693/ShowPost.aspx

RodneyLai, You made a really good point of putting the Tags Properties dialog into the Editor toolbar.  But it's not easy to achieve this functionality through one custom button. We will add this functionality into the Editor toolbar in the future release.
