I can't seem to get the handles for the divs to show up in my editor and I can't style to border.  when it's out of focus it reverts.

 

The dive border issue happnes on the site's demo as well as every test copy I've run on all our sandboxes.  The handle issue is

annoying.  any ideas about what could be up with this?
