Possible to disable tag.aspx dialog when double clicking on images?

I don't want my users to be able to change properties of embedded images and I just figured out you can double click on an image and have this tag.aspx page pop up. Can that be turned off?

Please open the following file:

CuteSoft_Client\CuteEditor\Dialogs\tag.config

And remove the code below:
