Is it possible to disable the HTML view, so normal users ony see the Normal tab, but advanced users get the HTML tab as well?

Yes.

Please set this property to false:

Editor.ShowCodeViewToolBar Property

Specifies whether toolbars in the Cute Editor Code View are visible
