Insert Text and Image as <DIV> layers?

Can I Insert Text and Images as <DIV> layers?

Also, I would like to be able to allow the administrator rights to insert a background image and the user right not to be able to change/delete the background image. Is this possible?

You can create a <DIV> layer first and insert the Text and Images to the above layer.

It's possible.

For the non-admin users, you can set DisableItemList="DocumentPropertyPage"
