Removing the doctype causes IE to render differently (which ignores the offending css code, as well as a whole host of other css declarations) so that solution is no different than you telling me to delete the css code.
Since I am unable to remove that piece of code, or switch rendering options, I will ask again, is there somewhere I can add style attributes to the class='CuteEditorGroupMenu' or class='CuteEditorGroupMenuCell' or class='CuteEditorDropDown' that would offset the global margin attributes being set by the offending css code?
