Tool bar not rendering in IE

I am having trouble making the editor display properly in IE. It works great in Firefox, but when viewing the same page in IE, the control renders as just a text area and there is no toolbar.
I'm using IE 6 and in an asp.net page if that helps.
Also, I've been searching these forums and have already tried removing the "DOCTYPE html PUBLIC "-//W3C//DTD XHTML......." at the beginning of the page and this did not help (actually messed up the look of my page).

That example page works fine. The site I am working on is local to my machine. I have a co-worker who has the project on his machine too, and he can see the top of the toolbar, but that's it.

Can you remove all the other controls from the page and try again?

If it works, start by adding other controls one by one.

I have a lot of controls on the page and they are declared in the code-behind, so taking them off and putting them back one by one will take a while. I'll try that out, but in the mean time:
Would css and div tags affect the way the control is rendered?

Also I figured out the 'clientTarget="upLevel"' I had in the page directive was affecting the way it was displaying. We were using this to make textboxes fall in the same place in the different browsers. I took that out and was left with this:
