How to change default Columns properties

In one of the old post I found how to change default rows properties but no Columns.
How can I change the Columns?
And is it possible to set valing=”top” as default settings for all table rows

Please modify the cell properties dialog, there is not Column properties dialog.

No.

Many developers add the following code into style sheet of the page to resolve this issue.
