I have seen this problem in the forum many times but have not seen a solution that works for me:

 

I have the latest download as of 8/7/06, have cleared my cache.

My toolbar config file is:

 

But the toolbar comes out with two lines

Please separate the dropdowns and tool buttons into two groups.
