Permission Denied-when clicked link inside editor

We are working on a html template, inside the cuteeditor now when i click on a link in the template ,i am taken to the respective html page In that html page, i get an error message saying permission denied also i am not allowed to edit the text it says permission denied kindly helpmek

Not sure which version it is. How can I tell and where can I download the latest build? Do I just replace the CuteEditor.dll in the bin directory and that's it?
