Hi lrebich,
I saw two images in the page your set, does them the same editor? or the different editor in different page? This problem is causes by your own style settings on the page. You can remove the stylesheet files by one by one to find out which part causes the problem.

Please try this exmaple http://www.ajaxuploader.com/Demo/multiple-files-upload-control-file-number.aspx. it only allow to upload 3 files. If the user needs to upload the fourth file, then he must remove the old one first. You can achieve your own requirement link this one.
