If I use the trial version lic file, then it works fine on my localhost, but even my real lic file will not work on localhost. Mike

Yes, we are using an IP license - it happens when you navigate to the page but do not include the ''page.aspx'' in the URL....

Well... I figured it out. I wrote a http viewstate httpModules that moves the viewstate to the bottom of the page. this caused the error.
