It's a behavior of IE. When you start editing, <P> or <div> tags will be inserted automatically by IE. The content is wrapped in the block level element.

It would be really helpful if you could send us a sample aspx page which demonstrates the exact problem with more information.   Or is your site online so you can provide a URL?
