I set the editor.AllowUpload = true on enableAll.asp (it was comment out), but the Upload frame is still empty when I click the Insert/Edit Image button.

''image editor window''??? Are you using the .NET version or ASP version? The Image Editor is only available in the CuteEditor for .NET.
