Oops you misunderstood my question.  My DocumentPath is works fine.

 

When a user has uploaded a doc and and is inserting it into a the working file, they have the choice of Target in the Attributes frame (not set, new window, parent window, etc...)

 

Basically I want to set it to default to "new window".
