Was that the version that was released in late July?  If it was 4.5.0.1, then Yes.  Is there a file that I can look at to confirm the version?  I followed the link that you provided and when you go back to edit the linked item it does show a type of http:// instead of other and shows the full path instead of just #top in the text field.  It did not have the full path in the <a> tag though when I pressed submit.
