How does one definitiveely tell whether a new version of the Cute Editor is available for download?

 

The version info associated with CuteEditor.dll in the latest downloadable ZIP file says it's build 6.4, 2009-05-17. However, the modified date on the same DLL is 2009-06-11. Should I infer from this that the latest version is a variant of 6.4 that was last updated on 6/11?
