Please check the TemplateItemList property.
Example:
Editor1.TemplateItemList="Bold,Italic,Underline";
Editor1.TemplateItemList="Bold,Italic,Underline,JustifyLeft,JustifyCenter,JustifyRight,InsertUnorderedList,Separator,Indent, Outdent, insertcustombutonhere";
You can load those value from your database and set the editor toolbar programmatically.
