I have the same problem, I have 6.3 running.
I click the "Insert Image" Button.
The popup appears and in the upload section it has the following:
Upload (Max file size allowed 1.95 MB )

- Max image dimension is 1024 x 768 Pixels.
- Auto resize uploaded images function is on .
- Max Upload folder size is : 100.00 MB. Used: 0 B

But as you can see it doesn't have a browse button nor can I select a file from my hard drive. So I tried to just click the upload button to see what happenes and when I click the upload button I get the following error "Unable to select so many files at once. The total file name length cannot exceed 32kb.".
Please help. I tried running your example and I get the same error.
I am running Vista x64 and using FireFox 3.0.8 as well as IE 8.
