    You should create an empty file : C:\inetpub\wwwroot\mywebsite\UploadService\Upload.aspx
     
    And the xml should be :
     
    <allow-access-from domain="myserver"/>
    , the  FlashUploadPage  should be http://mywebsiteUpload/UploadService/Upload.aspx
