This is a new security feature in XP SP2+, and it affects CHM and similar files which are "active content"  Just right click on the file (when the file is closed) and choose Properties.  At the bottom of the General tab, below the Attributs, is a new Security section abd button called "Unblock".  Click this button and your file will work.
