I am also having issues where IE7 is the only Browser that seems to prevent the user from inputting HTML when
PasteBehavior.PastePureText is used.

My intent is to only allow the user to format their content with the styles provided in the dropdownlist (for complete control in a content management system). 

Is there a way to extend this functionality to firefox and safari?
