I saw that this post was similar to the issue I was describing. That one was resolved by downloading the CE again.

So, for grins, I did it again. Even though I can detect no difference in the file sizes of the DLLs or the Scripts folder that I downloaded last week, I now have the proper encoding being done on submit. I don't know why this suddenly works. I just hope this problem doesn't pop up again.
