When you disable the Javascript , the editor renders as:
<textarea id="Editor1" name="Editor1" cols="50" rows="13">
You can modify the Editor.Columns Property (used for downlevel browsers) and Rows Property (Only used for downlevel browsers ) to adjust the textarea size.
We will have a better solution in the next release.
