I too have done some research, and found that IIS 6 (Windows 2003 server) has Parent browsing disabled as default. IIS 5 has not. I uploaded the component to two servers, one running IIS 6 and the other running IIS 5 - and it worked perfectly on IIS 5.

 

Conclusion - before this fix you just provided, servers running IIS 6 would generate the "empty popup" issue.
