how can I change when editing templates the "add uneditable regions" ?

Also the "Close" button and the text "Template created successfully!" can not be translated in other languages.

All other Buttons do not use the selected language.

How can I select a language or is this an error?

 

Where can I set the "editorwysiwygmodecss" in the template? 

 

How can I disable that no user can create a template?
