In general.aspx, i am able to move the image from left cell to right cell. Further iam not able to move horizontally.

 

If i insert a layer and add image to the layer i am able to move to any position in the editor.

 

Is there any way i can insert image to the layer in one 'Insert image' event.

 

My requirement would be insert image would add layer and put image on to it so that i can move image to any part of the editor. And same is with Horizontal Rule.
