If you set Editor.AutoParseClasses Property to false as:
<CE:Editor AutoParseClasses="false" id="Editor1" runat="server" ></CE:Editor>
Cute Editor will load styles defined in the <CssClass> element of the common.config file.
If you leave it default, editor will expect you use the Editor.EditorWysiwygModeCss Property specifies the location of the style sheet that will be used by the editable area.
Example EditorWysiwygModeCss="example.css,~/portal.css,/default.css"
If you set Editor.AutoParseClasses Property to true and forget set the Editor.EditorWysiwygModeCss, you will get an empty css class dropdown.
