Base Href Is Not Working With Fire Fox 1.5

I did the Following Click On DownLoad File/ insert Image or ay popup for Insert/upload image /File 

My Code is :

in IE Browser it's working and give me relative path like :

IN Fire Fox it's Give ME :

Also I open My Application http://my.gstbiz.com

And After this i open
