No, you don't need to pay more to get version 3.0. That's a FREE upgrade.
You version 2.2 license file should also allow you use it on version 3.0.
Please following the following steps to try again:
1. Download version 3.0, make sure you can run it successfully on your localhost.
2. Copy your license file to the project bin folder, overwrite the temp license file
