In the main page we define these document filters but still we're not able to upload .htm or .asp files to the template directory.  We set writing permissions on the directory, we changed the admin default and guest config files in the configuration/security directory.  Still we're not able to upload.

Please try uploading the files to the document gallery folder because the filter you modified is for document.
