Show browse button instead of submit

Is there a way to show the user the FileUpload control on page load instead of requiring them to hit a submit button first, then the Browse button? The first click is redundant.

In IE, the user can click the image button then upload the image right away. In firefox, we have to show this input box to allow the user select the images which will be uploaded. If we show this input box, the UI will look different.
