I set up TemplateUrl property (in design-time) to the simple template and run the project. When the page shows up I see the template contents in the editor while its toolbars are not loaded. After the editor is completely loaded the content in the editor is empty. No javascript in the page at all. No code in the server-side.

 

Is that a bug?

Small details - it puts <div>&nbsp;</div> in the editor.
