Send messages programmically from .net web service or web app

I am looking to see if messages can be sent to users programmatically from a .Net web app or web service. Basically want to see if when a particular event happens in a program, to send an IM to a group or users or an individual.

CuteChat 2.0 haven't provide this api . We would improve the api next minor version .
