I'm testing 6.3 version and noticed that pointing ImageGalleryPath to a different place than default (Uploads) doesn't work when clicking on Insert Image button. It works when clicked on Image Gallery button. TemplateGalleryPath and FilesGalleryPath work fine. And this worked fine in 6.2.

For the insert image dialog, please use ImageBrowserPath.

 

This new setting is added in version 6.3.
