Is it possible to implement different IP "rules" per room? At the moment the rules/restrictions appear to be for all rooms.

IP restriction doesn't work per room. If an IP address is baned, the user from this IP address will be baned from the whole site.

 

If you want to restrict users per room, it's better to use password-protected chat room or hidden chat room.
