Thanks for the response but this hasn't answered my question.

The license information states "An IP license grants you use the control from all Web applications on a single production server.
You can drop the controls into one production server's global assembly cache and use it from all Web applications on that server."

It doesn't specify anywhere that it runs for 1 specific IP@ - its says "single production server" which is what we're running it on.  The server has multiple IP@ available for use with SSL where needed.
