On the default toolbar there are two "insert image" buttons.

What's the purpose of #2, "insert external image"?  It seems that #1, "insert local image", does everything one would need.

"insert external image" will be removed from the toolbar.  "insert external image"  uses the MSHTML built-in function, which causes some confusions for the end users.
