The only way to clean the attachment files is at server side. I suggest you clean it after you save the files in event UploadCompleted or FileUploaded.

If he online demo works for you, then I suggest you try the latest build first. Maybe you just using the old version which not 100% compatible with IE 9.

Did you set editor.CustomCulture="en-us" for the editor? Below is how it looks like on my end. Maybe you need to clean your browser cache to make the new change work.
