Long before Ned Hay, the work measurement pioneer, and David McClelland, the father of competency-based assessment, formed Hay-McBer (now The Hay Group), both sought the Holy Grail of organizational success. In 1943, Ned Hay launched a venture that grew over the ensuing sixty years into one of the world's largest and most respected management consultancies. ""The human element in industry has not received adequate or sufficiently skillful attention,"" Hay wrote, as he laid the groundwork for his new enterprise. ""The most successful companies of the future will be the ones that take full advantage of improved personnel techniques."" For the times, Hay's thoughts were progressive indeed.

The early days of what eventually became Edward N. Hay & Associates began modestly. Drawing from his friends in academia and retired businessmen—groups providing instant credibility—Hay staffed early projects, which typically involved pay and job evaluation. During World War II, the War Labor Board imposed pay controls that could be lifted only through a sound job evaluation method proving that a particular job's content put it into a higher control range.
