Allow Users to Delete Images in Image Gallery

How can I allow users to delete images that they have uploaded to the image gallery?

My client has the requirement - or at least allow users to upload an image with the same name so they can overwrite it

thanks - can I do this programatically?

Editor1.Setting["security:OverWriteExistingUploadedFile"] = "true";
Editor1.Setting["security:AllowDelete"] = "true";
