Not able to view webcam

When I invite turn on the webcam the other user doesnot get any invite. He/She is not able to view the webcam.Why is that

When you turn on the web cam, the other user should be able to see a webcam image beside your username.

If this user decides to view your webcam, he/she can click this button.
