It's been a while since I setup 3.0 so I may not have this exactly right, but as I remember the browse_img.asp is setup by default so you have to go through and find the places where browse_img is called and replace that with browse_img_with_delete_button.  If I remember correctly, you have to be careful to not change the id attributes and javascript variable names.  It seems like it took some trial and error to get the changes made, and I don't think anyone ever posted a clean to do list to make the change.
