    Clean Up HTML: Remove all Word specific markup

    I've got the following HTML:
    <div class="Section1">
       <p class="MsoNormal"><span class="SpellE">normal</span>
       </p>
       <p class="MsoNormal"><o:p xmlns:o="&#160;
    '>http://unknownprefix/o">&#160;</o:p>
       </p><h1><span class="SpellE">START: <span
    class="GramE">HEADLINE</span></span></h1>
       <p class="MsoNormal"><o:p xmlns:o="&#160;'>http://unknownprefix/o">&#160;</o:p>
       </p>
       <p class="MsoNormal"><o:p xmlns:o="&#160;'>http://unknownprefix/o">&#160;</o:p>
       </p>
       <p class="MsoNormal">Normal</p>
    </div>
     
    when i run the Clean Up HTML: Remove all Word specific markup function, I get:
    <div>
       <p><span>normal</span>
       </p>
       <p>&#160; </p><h1><span>START: <span>HEADLINE</span>
       <p>&#160; </p>
       <p>&#160; </p>
       <p>Normal</p></span></h1>
    </div>
     
    notice the 'h1' tag now encloses more than it did in the original HTML.
    is this correct behavior???
