Paragraphs and Firefox

When entering paragraphs (return carriage) into the editor, Firefox enters as <br /><br />, or <div> </div> rather than <p> tags.

Is there any setting so that Firefox will use <p> tags? IE formats with <p> tags, but FF does not.
