Uploading images to the image gallery

How can I give my client the ability to upload images to the image gallery before he selects them to add to his web page?

Open CuteEditor_Files\Configuration\Security\default.config file and make sure you set the following entries to true:

<security name="AllowUpload">true</security>
<security name="AllowCreateFolder">true</security>
<security name="AllowRename">true</security>
<security name="AllowDelete">true</security>

I am getting an error i cannot upload images or Doucments to the gallery how do i enable this Please

Forbidden you are an uble to access this function, In the security option i have this

message

Which i Dont really understand? All to do is be able to allow file uploads in my Joomla Cute Editor.
