Tables aren't aligning to Top

When I create a table and put two tables inside it side by side and one table is taller. I don't see the option anywhere to align the table to the top. I want them to both be even at the top of the one table around the other two.

Do the two tables on the same cell or two separate cells?

They are in two separate cells. I figured this one out. I just had to set the table rows of the main table to top.
